The county is the actual leasee. The owner is dedicated to offroad sports. And Harlan isn't on I-81....and the park is the biggest source of revenue. I think it's in good hands.

The land back there is already mined and not close to anything. The road access is horrible and not much around. I doubt anyone (but the Sierra Club)would find issue with the area other than too much trash......
